Lokalisasi Norma Perlindungan Pengungsi di Jerman Pada Masa Pemerintahan Angela Merkel

Penelitian ini bertujuan menganalisis proses lokalisasi norma perlindungan pengungsi di Jerman pada masa kepemimpinan Angela Merkel dengan menggunakan teori Norm Localization dari Amitav Acharya. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kepustakaan untuk mengkaji dokumen internasional, kebijakan regional Uni Eropa, serta respons domestik Jerman terhadap krisis pengungsi tahun 2015. Hasil penelitian menunjukkan bahwa penerapan norma perlindungan pengungsi tidak berlangsung secara linear, melainkan melalui proses negosiasi antara norma global dan nilai lokal. Hambatan utama muncul dari resistensi sosial, peningkatan xenofobia, serta tekanan politik dari kelompok populis. Selain itu, ketidakseimbangan implementasi kebijakan suaka Uni Eropa memperberat beban Jerman dalam menerima pengungsi. Meskipun demikian, aktor lokal seperti organisasi masyarakat sipil dan institusi keagamaan berperan penting dalam memperkuat penerimaan norma, sehingga Jerman tetap mampu melokalisasi norma tersebut melalui proses adaptasi dan pelembagaan kebijakan.
